I understand that you are having problems regarding the creation of a new folder in your Windows 11 and I am very sorry for this discomfort. The steps below are from a similar question asked and answered with excellent reviews.
I believe the process will work for Windows 11.
Initially try to access the manufacturer's website and proceed with updating the equipment's drivers directly on the manufacturer's website. After that apply the repair tools:
Step 1
SFC, DISM and CHKDSK
Use the correction tools for system files, Windows image or disk errors:
Press Ctrl+Shift+ESC, click File;
Click Run New Task.
Check the option Create this task with administrative privileges;
In the open field type cmd then click OK.
Run the following commands, one line at a time, followed by the Enter key.
sfc /scannow
dism /online /cleanup-image /CheckHealth
dism /online /cleanup-image /restorehealth
chkdsk /f /r /b
Confirm with Y and then Enter to schedule a disk check. Restart the equipment and once you're done, check if it's ok.

Modification in Windows Regedit.
NOTE: Perform a Regedit backup by pressing Windows + R and writing regedit. Click File > Export and save to an easily accessible location. Once that's done, continue with the step below.
Now it will be necessary to open Notepad and generate a file to be applied in Windows regedit.
Press Windows + R keys, type: notepad confirm with OK.
Copy all the content below and paste it into Notepad:

Now it will be necessary to save the file in a different way so that it is recognized by Regedit.
Once you paste the commands, click on the File menu and choose Save As.
In the "Name" field it is necessary to type a name and add .reg at the end of the name, and in the "Type" field change from .txt to "All files", you can use the example below:
After saving the file in an easily accessible location, run the file, if there is any confirmation that you want to add the entries in the registry editor, confirm with YES and then OK.
Restart the device and check if it is ok.
