How long have you waited? Maybe it just took longer to install the update. I'm not sure if the reboot you attempted earlier broke the system. . . . . .
I recommend waiting a while, at least two hours, to see if it's really just stuck here.

I was updating drivers yesterday on my pc and when I went to restart my pc to apply updates it never got past the boot screen. I have tried to restart it several times to no avail. Also tried to restore to a previous point but just get an error. Also tried resting my pc and redownloading window a but when my pc went to restart is still stuck on the boot screen.
