    Hi MujahithMuzamil,

Sorry to hear that you're experiencing this issue!

I am Bhavik, a Microsoft user like you. Please note, I am not a Microsoft employee and don’t have direct access to your account, but I will do everything I can to help you with your queries. :)

You can use "lpksetup" command in Command-prompt, check below:

Japanese ".cab" file download link for 64 Bit OS:

    http://download.windowsupdate.com/d/msdownload/...

Japanese ".cab" file download link for 32 Bit OS:

    http://download.windowsupdate.com/d/msdownload/...

    Download the .cab file.

Please open Command Prompt in Elevated Mode by pressing Windows + X and then A.

    lpksetup /i * /p "<path to .cab file>"

That should install the language file.

If you want the UI to be opened, execute this command:

    lpksetup /i /p "<path to .cab file>"

Let me know in case of any further assistance is required, I will be glad to assist.

Are you getting any errors while executing the command?

Did you try with the below command as well?

    lpksetup /i /p "<path to .cab file>"

If not then please try and it will open a dialog box, do you see any error message in there?
