You can download and install the tool called Autoruns.

Once downloaded , unzip it.
Open the the app, click on Filter and type manager.js
In the search results, uncheck them, you can also right click on it then hit Delete.
Restart your computer once done then check.
If issue persists, check the task scheduler if there are task related to that uwcgubd file.
-Click Start, type Task Scheduler and open it.
-Click the Task Scheduler library
-Check if there's a task related to manager.js and delete it.
