This has mostly been suffered by many users, and we have come to the conclusion that it is an inconsistency with Windows 11 since when you disable it, it only takes effect on the desktop and not in the file explorer or any other area. Unfortunately, so far there is no official solution or patch that allows the change in the explorer or any other area. What I can recommend is that you report this behavior by giving feedback so that Microsoft takes it into account and, with enough evaluations, they can adjust it and make an update in the future addressing this issue.
