Need help with “application not been provisioned” error.

Hello Microsoft Community,

I recently turned on my computer and i am unable to open windows settings, or use the search bar the only windows apps i can use is task manager and CMD. I have tried many attempts to fix this but have had no success. My SCF won’t stop repeated that I need a restart but when I do it shows the same message. My dism doesn’t help. My powershell doesn’t open through task manager (it acts like my windows settings logo. I can click and it highlights as if it opened but doesn’t actually), and when I use pc health check it gives me the “app has not been provision” error for all three categories. I can’t even factory reset my pc. Please help.:)

    Hello,

    Thank you for your help. unfortunately none of the tactics worked for me. when i tried the Windows upgrade it rebooted my pc and gave me the error code 0x8007000d - 0x20006

    when i look it up it gives me the SFC command but that still doesn't work. again thank you for your help if there are any more answers for this id love the help. thank you!

    Based on the details you have provided, it appears that your Windows system is facing significant corruption issues, which are preventing essential apps and services from functioning correctly. Below is a structured approach to help you troubleshoot and recover your system:

    1. Try Booting into Safe Mode
    • Press Shift + Restart from the login screen (if accessible).
    • Or force shutdown 3 times to trigger Windows Recovery Environment (WinRE).
    • Choose Troubleshoot > Advanced Options > Startup Settings > Restart, then select Safe Mode with Networking.
    1. Create new User Account following the steps in the link: Manage User Accounts in Windows - Microsoft Support
    • Add as local account without a password to test if this option works, then if it works you can move your files to the New account setting as Admin then with a password if desired.
    1. if the issue persists, Run the Inplace Upgrade following the steps:
    • Kindly visit - https://www.microsoft.com/en-us/software-download/windows10 / Download Windows 11
    • Under the "Create Windows 10 Installation Media" section, click the Download Now button to save the file to your device.
    • Double-click the MediaCreationToolW10.exe file to launch the tool.
    • Click the Accept button to agree to the terms.
    • Click the Next button.
    • You will see two options: Upgrade this PC Now and Create installation media (USB flash drive, DVD, or ISO > Kindly choose the second option ( Create installation media )
    • Select the ISO file option. chose the option to download to your pc. It will save the file on your pc
    • Then Open File Explorer once the ISO files have been downloaded completely
    • Open the ISO file downloaded. it will show inside file explorer as windows.iso
    • Right-click the setup.exe file and run as admin to begin the upgrade process.
    • Click the Next button.
    • Click the Install button if it prompts that.
