    This could be the issue.

On Microsoft® Windows® instances, apps and extensions from outside the Chrome Web Store can only be forced installed if the instance is joined to a Microsoft® Active Directory® domain, joined to Microsoft® Azure® Active Directory® or enrolled in Chrome Enterprise Core.

    https://chromeenterprise.google/policies/#ExtensionInstallForcelist:~:text=On%20Microsoft%C2%AE%20Windows%C2%AE%20instances%2C%20apps%20and%20extensions%20from%20outside%20the%20Chrome%20Web%20Store%20can%20only%20be%20forced%20installed%20if%20the%20instance%20is%20joined%20to%20a%20Microsoft%C2%AE%20Active%20Directory%C2%AE%20domain%2C%20joined%20to%20Microsoft%C2%AE%20Azure%C2%AE%20Active%20Directory%C2%AE%20or%20enrolled%20in%20Chrome%20Enterprise%20Core.

And, as of now, the extension ("jlgejeheelddbpdieihdpmnlodbpljnc) you're trying to force install is not available in the Chrome Web Store.

This extension is no longer available because it doesn't follow best practices for Chrome extensions.

Yes, I can repro this in Chrome and Edge.

I think you may need to use the ADMX file as a workaround. https://support.google.com/chrome/a/answer/187202?hl=en#zippy=%2Cwindows
