is this a MSRT (Malicious Software Removal Tool) digital signature failure？

this file is supposed to be the Microsoft Malicious Software Removal Tool. But when i double clicked it, on the privilege escalation dialog it told me this file is from unknown publisher and the dialog window on the secure desktop is yellow, which looks like this software is not digital signed.
any suggestions?

Hi,
The malware signatures included in MSRT are not comprehensive.
Try download safety scanner using the following link:
https://learn.microsoft.com/en-us/windows/security/threat-protection/intelligence/safety-scanner-download
It has all malware signatures while Malicious Software Removal Tool has only some malwares.

Did you used any download manager to download it?
Make sure download it from:
https://www.microsoft.com/en-us/download/details.aspx?id=9905
Normally it will happen when it is corrupted download or downloaded from a untrusted source.
