Might try I'd try creating a new VM with an identical configuration, then when you get to step Connect Virtual Hard Disk choose Use an existing and point to the problematic VHD.

Had a power failure last night and my VM host went down. When i came in this morning the HyperV host only listed 2 of 7 VMs and he two listed had a state of Off-Critical with a status of Cannot connect to virtual machine configuration storage. When I try to bring up the visible VMs I get an error Failed to lock virtual machine's configuration. Any ideas on how to get my VM host back to working and show all the VMs?

If the restart doesn’t help, you might need to create new VMs and attach the original vhdx files to them.
