Bluetooth Device Code 39 Error

tried everything and always getting this error code 39. There is nothing left i didn't do so is there actually a way to make this work ?

    Did all that and still getting code 39 error. This laptop originally was Windows 8 and Bluetooth was working without any errors. After i updated it to Windows 11 im getting code 39 error since then.
