Thanks for providing those details. Based on what you've described, here are a few approaches we can try.
Enable .NET Framework 3.5
> Open Start > type “turn Windows features on or off” > launch it.
> Check .NET Framework 3.5 (includes .NET 2.0 and 3.0) and all its child items > OK.
> If that fails, install from an command prompt with admin rights:
DISM /Online /Enable-Feature /FeatureName:NetFx3 /All /LimitAccess /Source:X:\sources\sxs
(replace X: with your Windows install media drive)
Repair your Windows image Open an elevated (Admin) PowerShell or Command Prompt and run:
DISM /Online /Cleanup-Image /RestoreHealth
SFC /Scannow
This replaces any missing or corrupt system files that the .NET installer and Windows Update rely on.
You don’t need the AMD driver for a clean install or in-place repair. Windows will load its generic Microsoft Basic Display Adapter instead. To ensure Setup doesn’t pull your AMD package back in:
> Disconnect from the internet or disable automatic driver updates by going to
> Settings > System > About > Advanced system settings > Hardware > Device Installation Settings > “No”.
> After Windows is live, install only the latest AMD driver from AMD’s site.
