Does restricting the locale setting prevent users from changing the timezone?

Hello all,
I do have a question regarding locale settings and what it does.
Currently I do have a windows 10 client device.
On that client device, there is a GPO enforced which, "Disallow user override of locale settings".
Does disallowing users to override the locale settings prevents users from changing the system time and the timezone of the client device?

    Hi,

    There are two ways that administrators prevent users from changing the date and time of their system.

    In case we need to do the needful on a system with multiple users, it could be done through the Registry Editor. Otherwise, administrators managing multiple systems with the group-policy editor could also restrict users from changing the date and time through the group policy editor.
