It seems that one third party program cause this issue.
When system restart, this program could not be loaded or something wrong.
I suggest that we could perform a clean boot.

If the issue still insists, we could use a tool called Autoruns for Windows. This program allows you to see everything that runs upon windows startup, login, etc.
All the entries highlighted in yellow are the ones that are trying to run missing files. Simply locate the file path C:\Users...\AppData\Local\Temp\ (which will be highlighted in yellow), right click it and press delete.

RUNDLL Error on Windows 10 home
My laptop is running windows 10 home version, just not activated yet. today i started receiving the following error and occasionally my laptop restarts for some odd reason.
There was a problem starting:
C:\Users...\Appdata\Local\Temp\CMHLNY~1.DLL
The specified module could not be found.
Also please note that I have installed this new windows version about 3 days ago.
Please let me know how to fix this as I keep getting this error..

As suggested go for a Clean Boot , rest assured nothing will be wiped.
You may also clean up Temp Folder.
You may also change notification settings to get rid of unwanted notifications [e.g.. in your case Media Burner]:

If you do not use Media Burner , you may uninstall it.

Clean boot will not wipe your data. It only will disable some startup software and no-Microsoft service.
As you described earlier, the problem is most likely caused by a particular software.
It seems that mediaburner.exe file from iTinySoft is part of Media Burner. mediaburner.exe located in C: \ProgramFiles \TotalVideoConverter . You could try to uninstall it.
