Using SQL Server on Windows 11

I would like to install SQL Server 2022 Express on a Windows 11 PC and use it as the database for an in-house developed Windows application.
Would this usage violate the Windows 11 license terms?
There will be about 5 users, and access to SQL Server will be limited to within the local network.

    As I suspected, even for a small-scale system, it seems that using Windows 11 as a database server is not allowed.
    I will consider purchasing a Windows Server OS.
