An update to my app failed its certification shortly after the preprocessing stage. The Partner Center dashboard only shows A previous submission failed certification. without any explanations.
Hopefully someone can look into it.

You could open a free support ticket here: Contact Us. Choose to Contact us, select Dashboard for Topic, and select App submissions and management for issue type. Then you could talk to the store team directly and they could help to check the reason for your submission failure.

I confirm we are facing the same issue - after submitting update to our UWP apps, the certification immediately fails with "Attention needed" and no explanation given.

Do you get an error report in the "Store listings" section of your Submission like "View errors for last import"?

I can't see anything beside the error like you.
I regenerated the package using Visual Studio, uploaded again and it worked.

I have a same problem here !!! Now when, after several attempts to send, the certification is stuck at the "Pre-processing" stage and there is no way to cancel the application through "Cancel certification" !!!

I had the exact same problem and I managed to find a solution. The error was caused by the latest version (2.6.0) of the Microsoft.UI.Xaml NuGet package. After downgrading to the previous version (2.5.0) the certification run without any problems.
Just tried it with 2.7.0 and App Certification tool fails with "multiple registration" error on Microsoft.UI.Xaml. See attached dialog box from the tool.
Also when running in Visual Studio 2019 receive this in the debug log which feels related:

Is this a build configuration issue; i'm just doing UWP.
App appears to execute okay, but i am receiving many "layout cycle" crash reports on certain windows builds from my users on recent submission.
