Can't open settings windows 11

Hey so ive been trying to open my settings and i cant, so i tried to search somewhere and i tried by opening it through powershell, and it shows this, is there anyway i can regain access in my settings app?

    1. What is the exact error that appears when you try to open the Settings? If you can provide screenshots, that would be great.
    2. Were there any changes before the issue happened?
    3. Can you check if the Settings is showing in the task manager?
