UWP startup doesn't work on New User on 20H1, but work on 2004(20150.1000）

Hi, assistant.
I make an uwp app, and make it startup work. It works well on system version before 20H1.
When I test on 20H1, and 20H2, it doesn't work.
I used uap startup manager, and cmdline background startup, all don't work.
I update system to 2004(20150.1000）,the system solve this problem.
So, what can I do to this problem?
And I want to Reverse UWP APP， what can I do？

I'm a little confused. Windows 10 20H1 is the Windows 10 May 2020 Update which is known as version 2004 build 19041. Do you mean the startup function does not work in version 2004? Could you please double-check the specific build number on the version you mentioned as 20H1, 20H2, and 2004? Besides, you said that it works in build 20150. Do you mean after you updated your system into insider preview, the issue is solved?
