There is no problem with your processor, so your file associations for .bat files must be corrupt.
On the link below, scroll down, there is a long table listing all the file types, click the BAT entry in that table to download a registry file.

Then, right click the reg file you downloaded and select 'Merge', then confirm the merge.
Restart your PC to apply the changes, that will have reset the file associations for batch files.
