Hello there. The check-in / out option in my Sharepoint environment is not working correctly. When I change the Document Library versioning settings to allow the Check-in/out option, I am the only one (as the owner) that is able to carry out this operation. In the apps or browsers, I see the checking yellow bar (or option). The users (members) of the Sharepoint do not see this. They are also not able to carry out the operation using the checking drop down options in the file menu. Can anyone help

Here is what the user sees when the versioning settings in the Sharepoint is set to Check-in / check-out is required.

    Hi @SwissDay ,

Per my understanding, if you set version settings>Require documents to be checked out before they can be edited, then these files are set to check out by you by default, as you can see in the official documents.
This setting is not used to allow check out/in, check in/out is generally enabled by default. After you make this setting, you need to check in each file.

Please refer to this article for more information:
Set up a library to require check out of files

    Hi @Elsie Lu_MSFT ,

Many thanks for your reply and yes I have set the check-in/out settings in the versioning settings as per the description that you provided.

    1) Please assume in my description that all files in my Sharepoint environment are checked-in.
    2) I then set check-out/in setting to "Yes" under the versioning settings
    3) Problem: I am the only user (as the owner of the Sharepoint environment) that is able to check-out/-in a file via the authoring app or browser. I am the only user that sees the yellow band. The other users do not have the same ability.

Is this something to do with user rights. All members of this Sharepoint Library have edit rights.

This seems to be a common, and in my experience, intermittent and unpredictable problem.

Yesterday, when I selected a document and chose Open In App, it opened and I got a banner below the ribbon prompting me to check it out. Today, there is no way to open that same file in the desktop app in any mode but Read Only.
It makes no difference if the file is checked out to me already. Still Read Only. I can edit and save changes, check back in, etc. in the browser with no trouble at all.

Is ther no one who can say what is wrong and how to fix this?

Has anyone gotten a solution to this? My whole department is experiencing this after I turned on the check-in/check-out feature in SharePoint. Even as the Site Owner and Admin, I am getting a read-only message after I manually check out first in SharePoint. I am not getting the yellow ribbon prompting me to check out to the file in order to be able to make edits.
