These are standard users in active directory so they are members of Domain Users and authenticated users. They don't need domain admins or Local Admins on the box normally to do this and the above permissions should be adequate.

Some user accounts and test accounts come back with Access Denied when trying to get a list of the User Security Groups:
i.e. Gpresult /r in command prompt and whoami /groups both give an Access Denied in the Security Groups section
How can I best troublrshoot this?

It seems you don't have the right permission to read the group membership.
You may try to check the permission on the domain.
Open ADUC and right click the domain name and select properties.
Check the permissions under security advanced option.
Compare the permissions with the users have the right permissions.
Right click the OU and select properties.
