What is an "Visual Studio Online Plan" in Azure and how can I inspect what it is used for?

I'm going through all our Azure resources and removing unused assets/resources.
We have two resource groups that each have one Visual Studio Online Plan.
I'm not able to see if they are in use, or for that matter, what they are used for.
I would like to know what they are used for and how I can know if a plan is safe to delete.
We have a large DevOps CI/CD ecosystem that I don't want to affect.

    Visual Studio Online plan will basically manage your development lifecycle in the DevOps and integrated Azure portal.

    Check if you have created any project using Visual Studio or DevOps. If the resources in the resource group are deployed using Visual studio do not delete the plan.
