    Thank you for the information. To create an account locally, please proceed with the steps below.

    Skip Wi-Fi or unplug Ethernet when prompted to connect.

    Select "I don't have internet" or "Continue with limited setup."

    Enter a username, password, and security questions.

    Follow remaining instructions.

    Alternative: Press Shift + F10, type OOBE\BYPASSNRO, press Enter, restart, and select "Continue with limited setup."
