Cant change Windows language

Hi please help

I purchase a PC with Win 11 pro
When I opened it, I see only Hebrew as the system language
I checked the internet and found I can download the US language and set it as display language
But after doing it, and also checking the other settings (System locale - Welcome screen and system accounts/ New user accounts)
Half of the PC now is on US and half on Hebrew
When I click And Win I see the "Settings" but when it open I see all in it in Hebrew
Also the file explorer is in hebrew
Please help :(

    I see you’ve changed the display language to English (United States), some parts of the system still retain the original language (Hebrew).

    This is a common issue when changing the system language on a Windows installation that was initially set up in another language.

    In order to fix the problem, perform all the following steps, as detailed at the Microsoft official article I attach below:

    1. Be sure you've properly installed the English Language Pack:
    • Go to Settings > Time & language > Language & region.
    • Under Preferred languages, ensure English (United States) is added.
    • If it’s not, click Add a language, search for English (United States), and install it.
    • Ensure all optional features for English (like the display language and speech recognition) are downloaded.
    1. Set English as the Default Display Language:
    • In the same Language & region menu, set English (United States) as the default by moving it to the top of the list or selecting it and clicking Set as default.
    1. Change the System Locale:
    • Open Settings > Time & language > Language & region.
    • Scroll to the bottom and click Administrative language settings (in the Related settings section).
    • In the Region window that opens, go to the Administrative tab.
    • Click Change system locale…, and select English (United States).
    • Click OK and restart the PC when prompted.
    1. Apply Language Settings to All Accounts:
    • In the Administrative language settings window:
    • Under Copy settings, click the Copy settings button.
    • Check both boxes:
    • Welcome screen and system accounts
    • New user accounts
    • Click OK and restart.
    1. Verify Display Language for File Explorer:
    • Open File Explorer and check the interface language.
    • If it’s still in Hebrew, ensure English is the default language in your settings:
    • Go to Settings > Time & language > Language & region.
    • Select English (United States) and confirm it’s set as the Windows display language.
    1. Force Language Update:
    • Open PowerShell or Command Prompt as Administrator.
    • Run the following command to forcefully apply the new language:

    dism /online /set-preferredlang:en-US

    • Restart the PC.

    As last option, If Hebrew still persists after following these steps, consider resetting Windows with the English (United States) language selected during the reset process:

    • Open Settings > System > Recovery.
    • Under Reset this PC, choose Keep my files and follow the prompts.
    • When prompted to select a language, choose English (United States).

    Hi!

    Jumping in here because I have the same problem, except I want the system language to be in English and the keyboard in French. I didn't have any issues setting it on my other desktop but on my new laptop windows doesn't want to cooperate.

    I tried steps 1 through 5 and they didn't work. I want to try step 6 but I'm afraid that using it will prevent me from having french as a second language or as a keyboard option.

    I'm not sure I'm clear. I want an English UK system language and a French keyboard option (on my other desktop I can switch between UK language French keyboard to UK language UK keyboard using windows+space). Does option 6 prevent me from doing that?

    I'm on windows 11 using a reconditioned laptop.
