Does it require a commercial license to download/use the Windows Sysinternals if I intend to use it on my computer at work?

If so, what are the terms and conditions for this commercial license?

What I like to do is to use sdelete to delete files safely.

No. You can freely use them in a commercial environment. You'll probably want to read the annoying EULA to see if there is anything new in there but its been free for commercial for years. The original requirement Mark had before he was bought by Microsoft, was to not share the apps on local shares. ONLY because you then might not have the latest version so people should check sysinternals first (not sure if that ever made it into the new EULA that was only created due to Microsoft lawyers, so Aaron Margosis would say "Thank you Microsoft lawyers" he was being sarcastic).
