Microsoft Hyper-V and GUI.

With the help of Microsoft Hyper-V a server can provide virtualization service and a GUI desktop for other tasks but, other products like XCP-ng not have any GUI and just provide virtualization service. Can it mean a product like the XCP-ng is enterprise but Microsoft Hyper-V is not?
