Sorry, I don’t understand your screenshot because I can only read English, maybe your system using French?
In order to compare with your screenshot I also run reagentc /info on my computer, we can see that there is a line sentence show:
Windows RE location: \?\GLOBALROOT\device\harddisk0\partition1\Recovery\WindowsRE
But on your screenshot, we can’t see this sentence, this should be the reason for WinRE disabled. You know, on a Windows 10 computer which have a normal WinRE enabled, the Recovery Partition which store WinRE tools must be 500MB or bigger. You could check it in Disk Management, if the situation is abnormal, you need to format disk and reinstall Windows 10.
