How to browse files on android device?

Hello,
How should we browse the file system of a physical device using Visual Studio Xamarin? Using Android Studio I can create a test application that creates a file in the application data folder. I can browse to that location and inspect the file.
Using Xamarin and Visual studio, I can create a similar test application. Using Android Studio and File Explorer I can browse to the location and verify/inspect the file was created. However, using Android Device Manager in Visual Studio, I cannot browse the file system.
Android Device Manager has been discontinued. What is the Xamarin/Visual Studio replacement?
The device is an Android Nougat (7.1 API 15) POS Device.
