After updating to .Net Core Runtime 2.1.28, Windows Update wants to install 2.1.25 security update but fails

I have several Windows Server 2016 and 2019 servers that applied the May update for .NET Core Runtime to 2.1.28. Subsequently, Windows update now things that these servers need the 2.1.25 .NET Core security update... but when you try to install it, Windows Update fails with 0x80070643 error.
I am also seeing this with .NET Core Runtime 3.1.15 and the 3.1.12 security update.

2021-07-14T17:45:32.977+00:00 In case anyone else is running into this, I have made some progress. I've discovered that this appears to be related to Visual Studio components... on two servers where I saw this issue, we also have Visual Studio Build Tools installed and what I found is that if I run the Visual Studio Installer and apply updates from there, I can then install the Dot Net updates from Windows Update.
However, I am now in the situation where Windows Update is showing a 'Visual Studio 2019 version 16.1.0 to 16.4.17 update'... when I install it from Windows Update, it appears to succeed but when I check for Updates, it keeps showing up again.
