Can't open TXT files with Notepad??

I have some txt files I am attempting to make very simplistic modifications to. For some reason Notepad is not appearing in the list of programs to open the txt file with. When I navigate to the System32 folder to point it to Notepad.exe, I get this error:

This is a txt file, and Notepad is designed to open txt files. Why can I not open txt files with it, and why can I not set it to default?

Important note: this is for the normal version of notepad, not the new fake version with the tabs that no one likes.

    When was the last time it worked properly?

    Please try to reinstall Notepad

    Press Start then search Optional features

    Find Notepad in the list then click Remove

    Restart your computer

    After that, Press Start then search Optional features again

    In the Add an optional feature, click View features

    Select Notepad in the list then Install

    Please try to open .txt files with Notepad

    Right click the .txt file then select Properties

    Click Change then select Notepad

    Click Set default
