translucent, unclickable window started appearing every couple of hours or so

This window started appearing on my desktop about a week ago. It is unclickable. I have run an antivirus scan, and nothing is found. Any ideas what this could be? The wording is so vague that it does not seem legitimate.

    Hello there! I am Charity, I'm an Independent Advisor. I'm glad to help you today!

    My apologies about that. When that pops out, maybe it's from the monitor? Please try turning off the monitor and on again to see if the pop-up is still there.

    If not, let's try doing a clean boot. Press Windows + R, type msconfig, and press Enter.

    In the System Configuration window, go to the Services tab.

    Check Hide all Microsoft services, then click Disable all.

    Go to the Startup tab and click Open Task Manager.

    In Task Manager, disable all startup items.

    Close Task Manager, then click OK in System Configuration.

    Restart your computer.
