Hello, thank you for your feedback on your issue here, it seems that you are experiencing a situation where the device manager is not opening to prompt for permissions.
In order to help you better, can I ask if the restricted access you mentioned refers to the administrator disabled prompts, you can take a screenshot to point it out at your convenience.
If this is the case, do you have any other administrator accounts in your account? If so, please log in to the other administrator account and readjust the permissions for the account that has been disabled by the administrator in the control panel.
If you don't currently have an administrator account on your device, try entering Safe Mode and see if you can log in to the Administrator account built into Windows and regain administrator privileges under that account. You can refer to the following thread to enter Safe Mode:

If you already have “Full Control” permissions, you can run cmd as an administrator and type:
net user administrator /active:yes
Get super administrator privileges and see if you can use Device Manager.
