how can be set up (for remote users on WIndows server 2016) set/configure displaying on two monitors?

Please try to enable Multimon using one of the three methods described below: a. Click “Use all monitors for the remote session” in the client (mstsc.exe) window. b. Use the “mstsc /multimon” switch on the mstsc.exe command line. c. Add “Use Multimon:i:1” to the RDP file.

You may also check the current Group Policy setting "Limit number of monitors" of the Windows Server 2016, the setting is under Computer Configuration -- Administrative Templates -- System -- Windows Components -- Remote Desktop Services -- Remote Desktop Environment.
