In your description, your FocalTech fingerprint reader is not working.
I note that you reinstalled the driver and tested it using a laptop and were patient enough to provide us with the details of the device. Thank you for your efforts and attempts to resolve this issue, I do understand the frustration of not being able to use the FocalTech fingerprint reader even after trying many options.
Please refer to the steps below to do something about the biometric service.
Open the “Services” panel and stop the biometric service.
Press Win + R to open the Run dialog box
Type services.msc
Select Windows biometric services from the left column
Right-click on it, then select “ Stop” from the list that appears
Open Explorer
Navigate to
C:\Windows\System32\WinBioDatabase
Rename the .DAT file to a .DAT.BAK file.
Open the “Services” panel and start the Biometrics service.
Press Win + R to open the Run dialog box.
Type services.msc
Select Windows biometric services from the left column
Right-click on it, and select “ Start” from the list that appears.
In addition, please refer to the following steps to try to use other drivers on your computer
1 Search for your fingerprint reader or biometric device in the taskbar and open Device Manager, find your fingerprint reader or biometric device, right-click on it, select “Update Drivers” and then select “Browse my computer for drivers”.
2 On the “Select from Computer List” screen, click “Let me select from the list of available drivers on my computer” at the bottom.
3 On the “Select a device driver to install for this hardware” screen, check to see if there is another driver you can select, if so, please try selecting another driver and installing it to see if the problem is resolved.
You can also download and install the Universal Serial Bus controllers driver from the motherboard's device manufacturer.
Some third-party software interferences can also cause this problem. To rule this out,
I recommend trying a clean boot which starts Windows with a minimal set of drivers and startup programs. It can be used to determine whether a background service or program is interfering or causing a problem.
These steps of "clean boot" might look complicated at first glance. However, to avoid any trouble for you, please follow them in order and step-by-step.
Please test your fingerprint reader in clean boot to see if it works.

In addition, since the FocalTech fingerprint reader is not a Microsoft product, even if you tested it in a laptop with no hardware failures, there may still be compatibility issues with desktops (Windows), you can contact FocalTech support at the link below, they may have Some firmware or drivers with better compatibility and will be able to help you more specifically in this regard.
