One user not receiving @mention notification emails

Question

I have one user that stopped receiving the @mentionemails. His email has not changed. I removed him from the org and added him back. Still nothing. The emails are not even hitting our email perimeter which is the first "stop" in the process even though we do have emails hitting there all day from AzureDevOps. Has anyone experienced this or is there any known information on the subject?
