Poweroff problem Win11

I'm using Win 11

My Dell OptiPlex 7090 Micro doesn't power off completely  from windows, the power button stays white and when I want to power it on again, I have to hold the button about 15 seconds.

    2. Did you install any software before the issue occurred?

    >>Run DISM and SFC tools to repair damaged system files:

    On your search bar, type 'command prompt', then right-click and select 'Run as Administrator'. Type the following commands one after another in their respective order

    DISM /Online /Cleanup-image /Checkhealth
    DISM /Online /Cleanup-image /Scanhealth
    DISM.exe /Online /Cleanup-image /Restorehealth
    sfc /scannow

    Complete each step one at a time - they may take a few minutes. Restart your PC afterward.

    >>If that fails, the next step is to try System Recovery without deleting your files and apps.
    Click the Start menu > Settings > System > Recovery.
    Choose Reinstall Now under the section labeled 'Fix problems using Windows Update.'
    Once completed, your system will restart. Please check afterward.

    HI,

    As far as I'm aware of, nothing new was installed and as usual I sporadically found out this was happening.

    I did as instructed, the first option option did nothing so I continued to the re-install. What happened was a blue screen and the setup got reverted.

    The same problem persist on shutdown from windows:

    -the power button remains white

    -I have to press the button for about 15" to power down manually (the power button light turns off)

    -To power on again I have to press briefly the power button

    Any ideas?
