This happens mostly when I'm playing games, but sometimes when I press the keys it would take a few seconds to actually respond and whenever I let go of them, them still continue the action after a couple seconds. I've tried reinstalling the keyboard driver, taking off save power on usb ports in device manager, I am up to date with windows 11 and the graphics driver. Switching out the keyboard has similar results, also tried changing the cord already.

I figured out the problem. I had to disable norton 360’s game optimizer.

Based on the description, since you have mentioned that the key is still held down when you stopped pressing, it is likely a hardware issue.
Since you have changed the keyboard and the issue persists, the issue is likely in the USB port the keyboard connects to.
Please try plugging the keyboard to a different port, and see whether the issue persists.
If the issue is gone, the port is faulty. Try cleaning the USB port, and try again. If the issue still persists, please contact the manufacturer of your PC/motherboard for a repair.
If the issue happens on all the USB ports, the issue is in the USB controller. Try updating the chipset driver, and see whether the issue persists. To do so, right-click Start->Settings->Windows update, and install all available updates, including the optional ones in advanced options. You can also install them on the manufacturer's website. If the issue still persists, you need it repaired, as mentioned above.
