Hi John Moran.
Thank you for reaching out here in the Microsoft Community.
In your description, you didn't find the new Windows update first after installing it, and after several attempts, it appears that 2 identical update histories appeared.
I apologize for the problem and the distress you are experiencing with your updates.
Please can you refer to the link below and try to uninstall this redundant update
How to uninstall a Windows update - Microsoft Support
If after uninstalling the update, you find that this one update was uninstalled in its entirety, please don't worry, please refer to the steps below to reset the Windows Update service:
1 Search for “Command Prompt” in the taskbar, then right-click and select Run as administrator.
2 In the Command Prompt page, enter the following line by line, and then press Enter once for each line you enter
net stop wuauserv
net stop cryptSvc
net stop bits
net stop msiserver
ren C:\Windows\SoftwareDistribution SoftwareDistribution.old
ren C:\Windows\System32\catroot2 catroot2.old
net start wuauserv
net start cryptSvc
net start bits
net start msiserver
Reinstall the new update after this
If you still have the same problem of not being able to install the update, you can manually search for and download and install this update using the following link

If you are still unable to install the update, you can also refer to the following link to perform an in-place upgrade of your system. An in-place upgrade fixes your system by overwriting it with a system image containing the latest updates while preserving your data.
Disclaimer: Let’s try performing an in-place install or in-place upgrade which will refresh your Windows files and operating system without removing files or applications. That being said, we always recommend that if you have important data, you should back it up before making large system changes. If you want to back up your data first, please do so. Once you are done backing up, you can follow the steps in the following guides:

Thank you for your understanding and support.
