Windows Reset or Install cannot be done

I want to reset Windows on my laptop. But after I reset Windows, the reset is 100% complete and gets canceled. "There was a problem resetting your PC. No changes were made". Then I tried to reinstall Windows 10. It also goes to 100% and says Cannot Install windows. Then I created a bootable pen and tried to install it. A strange thing happened. When I select the pen drive as the bootable device and proceed, the screen is flickering like the image I have added. I created the Bootable pen drive 100% correctly. Please help me

    Find a bootable flash drive with free space.

    Find a working Windows computer.

    Download to the bootable flash drive with free space:

    HP PC Hardware Diagnostics UEFI

    https://support.hp.com/us-en/help/hp-pc-hardware-diagnostics

    Move the bootable flash drive with HP PC Hardware Diagnostics UEFI to the problematic computer.

    Power on the problematic computer while repetitively clicking F9 > open the HP PC Hardware Diagnostics UEFI > system > extensive > run overnight >

    take pictures > post images or share links displaying the tests performed with results.
