Allow only Admin to send/receive External E-Mails

Hi,

Is it possible in Exchange 2013 to only allow admin users to send/rec external emails and disable all other users from sending/receiving external emails at once? Currently, all the users can send/rec external emails.

    Sure, Create a Mail-enabled Group of Admins. Then create 2 transport rules that block messages from everyone except members of that group sent OutSide of the org or received from outside the org.

    example:
    Block Inbound except to Admin Group:
