Did you donwload and run that file by right clicking it and choose 'Run as Administrator' and then restart your PC?

It’s just a blank screen when trying to open I’ve tried everything I even had 3 people from Microsoft try and fix it and nothing worked I bought my of 3 days ago brand new

Donwload this file from the Microsoft Catalogue:

Right click that file you downloaded and select 'Run as Administrator'.
When that completes, restart (not shut down) your PC.
