Low fps and cpu and gpu utilisation

Question

I bought a second hand gaming pc with the pecs 3070ti and i7 11700k and I’m experiencing low fps and low cpu and gpu utilisation. I’ve tried organising my power plan and many other options I’ve been recommended but still no difference. For example it says I should be able to run hogwarts legacy at a very high graphic setting but even on any graphic setting it’s about the same fps. At first I didn’t think much of it but I turned on Nvidia performance overlay and with recommended setting I can get about 30fps. Then in the menu my utilisations and fps both spike high. I’m not sure what to do, I’ve also checked other games and it’s the same. I’ve reinstalled both my graphic driver and reinstalled windows 11. I also have 32 gb ran which I installed recently thinking that would help the issue but it didn’t. All games tell me I can play it on a much higher setting but I get constant stutters. It shouldn’t be the case for the pc specs I have
