I tried to remove the files of Windows Update Cleanup from Disk Cleanup and from System>Storage > Temporary files but absolutely nothing worked even when I tried to restart and so on

Did you install the version 24H2 Windows 11 update, and are you now seeing 8.63GB of data that you cannot delete?
If that is the problem you are seeing, that is a confirmed bug in that update, that 8.63GB of data is not actually using space on your drive, it is jsut being reported incorrectly, Microsoft have indicated a fix for that bug should be released in the November update.
