Thanks for reaching out here in the Microsoft Answers Community.
As the error message indicates, the error code indicates that the device is either old (like old ISA/PCI devices) or very specific (like debuggers and scientific/industrial equipment), and you are supposed to configure its parameters (like the I/O range and the IRQ) manually, as it interfaces with the processor directly. Usually, you can find such parameters from the user manual of such devices.
If it is an existing device and the error occurred suddenly, can you tell what device it is?
