Help reseating and installing windows

So I have a razor blade pro 17. I went to the setting to reset the computer and I chose the option that deletes everything. After that it asked me if I wanted to do a cloud or local windows download or something. I pressed local cause I tried cloud and it didn’t wanna work. I left the computer sitting there doing what ever it needed to do then after a while it went black and when I clicked around it didn’t do anything so I js turned it off and went to sleep (I probably shouldn’t have turned it off). When I tried to do it again the next day it took me to screen with the razer logo and the f12 f1 and f9 options on the top left corner. I didn’t touch anything but after a few second of it being on that screen a pop up came on that said windows didn’t install correctly etc press ok to reset and install so I pressed ok. Then when I did that the screen went black and took me back to the f12,f1,f9 screen but when I click the f keys it doesn’t do anything or when I click anything it doesn’t do anything. The screen is just stuck like that doing nothing. How do I fix this or can I even fix this?

    If performing a Reset this PC does not work, you may need to consider performing a Clean Installation of Windows 10.

    Find another working computer then download the Media Creation tool (Click Download tool now). Use the tool to "Create installation media (USB flash drive at least 8GB in size) to install Windows 10". Instructions inside the link.

    Note: Please make sure to uncheck the "Use the recommended options for this PC" box.

    Insert the USB Installation media into your computer. Please change the boot order in the Bios Settings. Boot your PC from the Installation Media you created.
