What if I use Windows that hasn't been activated to set up the keyboard software on my PC? And what is allowed if I use the keyboard for work? But I use other OS such as Linux for work.

I only use Windows that hasn't been activated just to set up my keyboard.

Is this against the law?

Hi, I am Dave, I will help you with this.

Making changes to a keyboard settings in Windows would not affect the keyboard when you use the keyboard in a Linux installation.

If you are not actually using Windows on that device, then there should be no problem, if you are using Windows, then the Widows licence agreement indicates you do need to purchase a Windows licence to have full functionality in Windows.
