Low Storage Disk Space diagnostic message problem for all tasks

In HP Pavilion laptop, I have TWO disk drives (C and D) each 1TB capacity, and an external Seagte Backup Drive F (2TB capacity). I am receiving diagnostic message "Low Disk Space", for all tasks, and messages to delete files to create more storage space, even though Drive D has 980GB space available.

In Disk Management Table, Disk D is Disk 0, Disk C is Disk 1, and Disk F is Disk 2. All disks are "online". How can Storage Management be configured to use ONLY Drive D for ALL tasks and not try to look for space in Drive C, which is presumably FULL?

    Due to system design, some operations can only be done in the system disk.
