What do you mean by a "suspected serious account"? Do you pay for support? Who are you asking for support? What do you mean by "data breach"? Are you a company?
How do I make a complaint
Absolutely zero support for a suspected serious account and data breach and completely no route to resolve. I want to make a complaint as it’s totally unacceptable how little support is available.

There are specific steps to take as provided by MS depending on what the exact problem is.
Additionally if win pre-installed by the PC maker, any support is with that maker, as you havent purchased anything from MS
