i can't find java(TM)Platform Se binary

i was trying to install optifine for my minecraft but i can't seem to find Java(Tm)Platform Se binary any where i even update my java and search it up on google but it look like i was the only one that has this problem

can anyone that have idea how to fix this please help me.
