Windows Explorer not working

Chrome is working fine but there is nothing else visible. Along the bottom of my screen where I would normally see start menu and other icons it is just blue. I have restarted with power button several times and it starts okay, I log into Windows and then, it's just blue everywhere. I start task manager with buttons and there are no processes running besides Chrome and Task Manager. No clock, nothing.
