Windows 10 tablet Mode Forcing

Hi Microsoft team,

I have a Rugged Microsoft Tablet here which has windows 10 on it. It pretty much works just like a desktop without any issues and can swap between tablet mode without issue. My question here is how do you force the tablet mode on new users who log in to the machine? I see there is a registry for the ImmersiveShell and 'TabletMode' key to set it to 1 and this does nothing for me when setting it.

So is there a way to force it into table mode without the requiring of the user to hit the table mode in the action menu or settings area?
